Chrome 69.0.3497.81 dev console lag

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. Visit any page
3. Press F12 (windows)
4. add class selector like tr[class^="class"]
5. Starts freezing

What is the expected behavior?
Not freezing

What went wrong?
Starts freezing (laging), CPU more than 70% idle, RAM - more than 50% available. Disk - idle.

Did this work before? Yes before 69.0.3497.81

Chrome version: 69.0.3497.81  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: -

I can reproduce on a page with a lot of iframes like https://www.reddit.com/r/videos/ when Site Isolation is set to "opt out" in chrome://flags/#site-isolation-trial-opt-out - simply opening devtools on that page makes Chrome 69 consume a **lot** of CPU without ever stopping.

As per comment #0 and comment #1, Tried to test this issue on reported chrome 69.0.3497.81 and latest chrome 71.0.3543.0 using Windows 7. Attaching screen-cast for reference.
Steps:
-----
1. Launched reported chrome
2. Enabled given flags " chrome://flags/#site-isolation-trial-opt-out " on comment #1 and navigated to given example URL " https://www.reddit.com/r/videos/ " (Tried with and with out flag)
3. Opened Dev tools by hitting F12 >> Console >> Pasted tr[class^="class"]
4. Opened chrome task manager 
As we are not seen freezing but observed CPU high usage as per screen-cast from M-66 to latest chrome 71.0.3543.0. As this flag (#site-isolation-trial-opt-out) seen from M-66. 
@Reporter: Could you please check the attached screen-cast and please let us know if anything missed from our end.

Cannot repro.

1. opted-out from "Site isolation trial opt-out" & restarted
2. opened https://www.reddit.com/r/videos/
3. pasted "tr[class^="class"] { background-color: blue; }" into main page styles using page overrides.

I do not observe any CPU usage increase. Everything is within ~1%.

Can you please record a trace on chrome://tracing page next time you observe the slowdown. then please reopen the bug. Thank you.
