[a11y] Unable to select a type of response in GMail when using ChromeVox

Reproduction Steps: 
1. Run ChromeVox
2. Open Gmail and reply to a message.
3. Navigate to "Type of Response" button and try to activate it.

Notice that It isnt' possible to read the menu items with ChromeVox. Press Search+Space to open  the menu and try using the arrow keys to go to edit subject. This can't be done as ChromeVox doesn't read the menu items.

I can reproduce per the steps above. While the dropdown menu does open visually and keyboard focus moves up and down it with the up and down arrow keys, ChromeVox keeps it focus on the button itself and only says the name of the button each time.

This sounds very similar to the issue I filed regarding the “More” menu button for taking actions on individual messages in a GMail conversation thread not working with ChromeVox.
