New "Incognito" user icon should offer "You’ve gone incognito" information

Reported by mr.ber...@gmail.com, Sep 5

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
0. Chrome 69
1. Go incognito
2. Notice new "Incognito" user icon
3. Wonder what "Incognito" means
4. Hover you're mouse over it
5. Read "You're incognito"
6. Continue to wonder what "Incognito" means
7. Click it

What is the expected behavior?
Chrome offers more information, either on a right- or left-click. For example, it could open a new tab with this information:

You’ve gone incognito
Now you can browse privately, and other people who use this device won’t see your activity. However, downloads and bookmarks will be saved. Learn more

Chrome won’t save the following information:
Your browsing history
Cookies and site data
Information entered in forms
Your activity might still be visible to:
Websites you visit
Your employer or school
Your internet service provider

What went wrong?
Nothing happens on click

Did this work before? N/A

Chrome version: 69.0.3497.81 Channel: stable

mr.berker@ Thanks for the issue.

From the above description, this is a feature request for offering more information on Incognito mode in a new tab, on a right/left-click on Incognito icon.
Hence marking this as Untriaged for further updates from Dev.

Thanks..
