HW layout cannot opened from opt-in menu.

REPRO STEPS:
1.Switch to and Keyboard, e.g. US.
2.Open the opt-in menu.
3.Click on HW icon.

Actual result: 
Main layout of keyboard pops up.


Note:
No such issue if click Emoji, Voice icons.
