'Aw, Snap' error happened when using chromium binary

Chrome Version: 71.0.3540.0
OS: Win10

What steps will reproduce the problem?
(1) Download chromium binary from snapshots https://www.googleapis.com/download/storage/v1/b/chromium-browser-snapshots/o/Win_x64%2F588295%2Fchrome-win32.zip?generation=1535839908776912&alt=media
(2) Unzip && run chrome.exe
(3) Crash with below messages
[1948:23400:0905/134210.286:ERROR:service_manager_context.cc(270)] Attempting to run unsupported native service: .\chrome_renderer.service.exe

I can reproduce this issue on my IT issued laptop T470. And it works on XPS 13 with OEM installed Win10.

BTW, I can get it work on IT laptop with "chrome.exe --no-sandbox".

And i want to enable breakpad to catch more crash information following this guide https://www.chromium.org/developers/crash-reports, but i don't how to build the crash_service executable target for windows.
