OS: Windows(7,8,8.1,1) and Linux (14.04 LTS)

Steps to reproduce:
1.Launch chrome and navigate to chrome://restart and relaunch browser.
2.Navigate to NTP and click on 'Gear icon' to open 'Customise this page' option
3.Now hover mouse over 'Upload an image' and 'Chrome backgrounds' option,observe mouse pointer

Actual Result: Unnecessary I beam pointer is seen on mouse hover over 'Upload an image' and 'Chrome backgrounds' option
Expected Result: I beam pointer should not be seen on mouse hover over 'Upload an image' and 'Chrome backgrounds' option

This is a regression issue, broken in 'M-70', and below is the bisect info:
Good Build:70.0.3537.0 (Revision: 587303)
Bad Build: 70.0.3538.0 (Revision: 587811)

NOTE:
1. Providing suspect through 'Change-Log' as unable to perform bisect using 'per-revision' and 'chromium bisect' script.
2. Tried performing 'per revision' bisect on multiple Windows and Linux machines but unable to perform the same since getting following error:
   (a) Error message on Windows and Linux OS : Unable to find locale data files
3. This issue is not reproducible on  Mac (10.12.6, 10.13.1, 10.13.6, 10.14) OS.
