setDragImage may not work properly

Issue description

1. Load https://codepen.io/webgeeker/full/KBzrxE/
2. Drag the blue text

An image should appear beneath the cursor, but it only seems to work on some drags. In my testing, it usually doesn't work on the first drag, but does on subsequent ones, and a hard reload without cache will trigger the problem again.
 
This does seem to reproduce reliably for me on Linux 69.0.3497.81

Does not repro on Mac 69.0.3497.100.

Could you follow up with the chrome version you were doing your testing with and what exactly you mean by 'usually doesn't work'?

The image doesn't appear beneath the cursor on drag.

This happens on Chrome versions past 69 (but probably earlier too).

This repros for me on Chrome 69.0.3497.100, on both Linux and MacOS

Heh. I'm familiar with the Mac drag-and-drop code. This seems to have problems setting the image deeper in the code than the platform layer.

Who works on drag-and-drop in Blink?
