UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1.  The problem occurs every-time, when chrome running in background and draining power when I press X to temporary close but fully quit. 
2. Loaded webpages or not

What is the expected behavior?
The behavior is I'm seeing chrome subframe running in the background while chrome in use and not in use. The subframe is draining my macbook pro battery and using CPU resources. 

What went wrong?
I've opened to two webpages in separate tabs. An estore.honda.com & ebay.com 
This is also happened when no webpage opens. 
When chrome running in background, when I minimize or running behind an application the chrome is still using resources and draining power. When I investigate, I've found out from Chrome Task Manager that I see alot's of subframes using the resources. 

I would like to point out that this issues occurs on Stable release too.

I think, the chrome is not going to powernap to save power. Please Google fix this issue.

Regarding to this I've report this issue multiple times through Help>Report an issue... and provided screenshot but not seeing any improvements.
