Scrolling hitch after fling

If I do a fast two-finger fling on the trackpad to vertically scroll by a large amount, scrolling frequently hitches for anywhere from 100-500 ms before continuing.  The hitch happens just after my fingers move off the trackpad.

This is a somewhat-recent regression -- no earlier than M69, maybe newer.

I can reproduce this issue on nzolghadr's pixelbook. But not on the stable pixelbook.

I think I'm seeing the same thing on a pixel book - 70.0.3538.0 - got a trace.
