Keyboard flashes when click space.

Chrome Version: 70.0.3508.0
OS: Chrome OS

What steps will reproduce the problem?
(1) Open virtual keyboard
(2) Click space key(try more times)
(3) See the keyboard flashes, looks like shift state changes to false and to true right away.

What is the expected result?
Keyboard should not flash in this case.
