Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. opened incognito window
2. same link
3. no pdf to see

Tried the same link in Firefox and worked fine

What is the expected behavior?
Does not open either

What went wrong?
Did not open

Error log

Able to reproduce the issue on chrome reported version# 69.0.3497.81 and on latest chrome# 71.0.3542.0 using Windows-10, Mac 10.13.1 and Ubuntu 14.04 with URL(https://git.sigxcpu.org/cgit/talks/2018-fsfe-librem5/plain/talk.pdf) provided in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
Note: On M-60 builds seen white page on navigating to PDF provided in comment#0.
