[FR] Add Public Session setting to set screen resolution

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
This is a feature request to add a Public Session setting that would allow screen resolution to be configured from the Chrome Device Management console.  

What is the expected behavior?

What went wrong?
When a Public Session times out the user has to reset the screen resolution.

Could the scope of this FR be extended to include policies to set the screen resolution in other modes of operation Logged-in and Kiosk?
This was already implemented, but is not yet available in the admin console.
