HKCU\Software\Policies\Google\Chrome\AutoplayAllowed=0 is ignored

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0

Steps to reproduce the problem:
1. set the policy on a non domain joined machine
2. load an autoplay page (e.g. https://videojs.github.io/autoplay-tests/plain/attr/autoplay.html)

What is the expected behavior?
The doc for the policy (http://dev.chromium.org/administrators/policy-list-3#AutoplayAllowed)

does not state that "This policy is not available on Windows instances that are not joined to a Microsoft® Active Directory® domain."

so then it should be available and autoplay should be disabled

What went wrong?
autoplay is not disabled

I tried on non-domain joining windows 10 machine. I couldn't repro this bug. the regkey setting AutoplayAllowed in \Software\Policies\Google\Chrome\AutoplayAllowed=0 does disable autoplay on the repro url, AutoplayAllowed= 1 enable autplay on the same repro url.
I used chrome build 70.0.3538.9
