macOS Mojave beta: dragging tabs moves whole window

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Click an empty spot in the tab bar
2. Then click a tab and try to drag it to move its position 
3. 

What is the expected behavior?
The tab moves left / right or into a new window depending on the dragging direction

What went wrong?
The whole window moves

Did this work before? N/A 

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.14.0
Flash Version: 

I'm on the latest macOS Mojave beta (18A384a), but I think it also happened on previous betas
 
Forgot to mention: this behavior was just introduced with Chrome 69

this looks similar to already known  issue#855901  
Same issue on latest Chrome Beta channel and latest Mojave beta.
Yes, it happened in previous betas.
