Tab bar is black by default

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.40.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.73 Safari/537.36
Platform: 10895.40.0 (Official Build) beta-channel edgar

Steps to reproduce the problem:
1. Updated to previous build tab strip was black after update
2. Power-cycled Chromebook, no change
3. Updated to current version 69.0.3497.73 (Official Build) beta (64-bit), no change Tab strip is still black.

What is the expected behavior?
The tab strip and all tabs are supposed to/ should be white.

What went wrong?
I don't know, the previous update seemed to take a long time (sorry I am unsure of the version number and do not wish to cause confusion by entering a random previous version, though it was the version I had right before the current build.) It is possible I missed an update that could have caused this problem; though I try to do the updates as soon as I see they are available.

Is the Tab bar suppose to be black? I cannot see the page logos for some of the tabs I have open because the bar is black by default. It is however light gray when I have another window open over the internet tabs. It is very annoying and sometimes I do not remember which pages I have open between sessions.
I have tried closing all tabs, power-cycling my Chromebook, and making sure I have all current updates.
It is incredibly hard on my eyes, I have to keep the screen brightness on high just to have a vague idea of some of the pages I have open. I really like Beta, but if there is not a fix for this I feel like I need to move back to Stable for my eye health.

OP: Is there a theme on your profile by any chance? If you login with another account, do you still get the black bar?

We'll also want to see if we can repro this locally on edgar.
