A user reports the following bug but I am unable to reproduce it, closing as WontFix. Steps taken:

# Download any file, I used this one: http://www.heinzvinegar.com/infoGraphic/Heinz_Vinegar_Infographic.pdf
# After download is completed, press ctrl + j to get to the Downloads WebUI page. 
# Focus lands in the search box and enters forms mode, press tab to exit the box to use the virtual cursor. 
Here user is unable to load the contents of the virtual cursor without refreshing the page. 
I am able to access the virtual cursor contents by pressing h for heading, using down arrow to read, etc.    

User is using Google Chrome 69.0.3497.81 (Official Build) beta (64-bit) (cohort: Beta)
