DevTools: Ability to edit network requests headers

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3534.4 Safari/537.36

Steps to reproduce the problem:
1. Need to test server response (RESTfull app)
2. Open DevTools, Network tab
3. Select desired network request

What is the expected behavior?
It should be possible to change, edit, modify the headers of the network requests, as well as its type (GET/POST/HEAD).

This is extremly important feature during development and testing any RESTfull based app.

What went wrong?
Chrome DevTools don't have such feature, while Firefox Developer Tools allow to change network request type and headers and then resend it to the server.

OS Version: 10.0

Please, add this essential functionality to the DevTools.
