Topmost pixels stripped when windows are maximized in Material refresh UI

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.88.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.118 Safari/537.36
Platform: 10718.88.2 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Set chrome://flags/#top-chrome-md to "Refresh"
2. Maximize the window

What is the expected behavior?
There are round edges on each side of the tabs, and the "+" sign at the left of all tabs is situated in the middle, vertically.

What went wrong?
It looks like the topmost pixels are not displayed. As a result the tabs do not show round edges, all texts in the tab and the "+" have more spaces below than above them.

See pictures of maximized windows and non-maximized windows, also aligned to the top.

This was also the case prior to material, it's intended to save space when maximized.
