Pinned icons drop animation get stuck on Shelf

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 11031.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.0 Safari/537.36

Steps to reproduce the problem:
1. Autohide Shelf
2. Swipe up from the bottom of screen, making sure that your 
   finger brushes a pinned app

What is the expected behavior?
Shelf is exposed

What went wrong?
 See attachment
