External Monitor Causing Pixelbook Crash

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10991.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3524.2 Safari/537.36
Platform: 10991.0.0 (Official Build) dev-channel eve-arcnext

Steps to reproduce the problem:
1. Connect HP 727n monitor to Plugable docking station
2. Connect docking station to the Pixelbook USB C port
3. 

What is the expected behavior?
No. The whole system crashes.

What went wrong?
The whole system crashes until I turn off the monitor.  The external keyboard and mouse work fine but simply turning on the monitor will crash it.

OS Version: 10991.0.0
Flash Version: 30.0.0.142 

I tested on an additional Chromebook running 67.0.3396.99 (Official Build)(64-bit) and the monitors work just fine.
