Music Player is paused when navigating to a page that plays a video on load

Issue description

Steps to reproduce the problem:
1. Start a HTTP Server and serve the `public` directory.
    - Use serve.sh for convenience, requires `python` to be Python 2.
    - Ensure the desktop is on the same network as your Android Phone.
2. On an Android phone, install Google Chrome from the Play Store.
3. On Google Chrome visit your desktop HTTP Server.
    - If you started the server on port 8080 will be at {local_ip}:8080
    - `local_ip` can be found using `ifconfig` or `ipconfig`
4. Start playing some music using a media player in the background (e.g. Shuttle or Spotify).
5. On the test page, click the link to go to the video page.
6. When the video starts playing, your music will stop. This is the issue.
7. If you start your music and reload the video page, the video will start and your music will continue as normal.
    - This issue only happens when you navigate to the video page through a hyperlink.

What is the expected behavior?
The Music Player in the background should continue to play when navigating to a web page with a muted video which plays on load via JavaScript.

What went wrong?
The Music Player in the background pauses when navigating to a web page with a muted video which plays on load via JavaScript despite no sound being played back.

This is annoying when you're listening to music and browsing the web as it keeps pausing.

This should be fixed in Chrome 69 that is currently rolling out to Stable.
