Support N ec targets in YAML with no additional touch points

Make ec build targets separate from other fw build targets in the yaml and automatically support this in cros_config_host (no touch).

chromeos-config: add ec_extras target

This adds a unibuild equivalent of EC_EXTRAS, which
allows building arbitratry EC targets in addition to the
standard set.

BUG= chromium:880355 
TEST=build with ec_extras, see artifacts.
