On Screen Keyboard pops up in laptop mode.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10718.88.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.118 Safari/537.36
Platform: 10718.88.2 (Official Build) stable-channel elm

Steps to reproduce the problem:
1. Put Chromebook in laptop mode. 
2. Set settings, accessibility, on screen keyboard ON.
3. Click in any text box and on screen keyboard pops up.

What is the expected behavior?
Previously, the on screen keyboard would only pop up if the Chromebook was in the tablet or tent position.

What went wrong?
Now the on screen keyboard pops up in laptop mode unless it is manually dismissed or turned off in accessibility settings. I discovered this when I used my Chromebook in tablet mode and the on screen keyboard did not pop up as it had previously done. I had to turn on the on screen keyboard manually in the accessibility settings, and then I found that the on screen keyboard remained active after I went back to laptop mode.

Did this work before? Yes I am not sure. I don't usually use tablet or tent mode. I discovered the  issue 9 /3/2018.

Hi there, it could be that previously there was a bug.
The on-screen keyboard should only be enabled if you want to show it in clamshell mode.

Try disabling it and see if it works correctly. If not, please re-open.
