Issue descriptionChrome Version: 71.0.3542.0 (Official Build) Revision 4097c6595e73c799040bc3a99bcfcc6adb178386-refs/branch-heads/3542@{#1} (64-bit) OS: Mac (10.12.6, 10.13.1, 10.13.6, 10.14), Win (7, 8, 8.1, 10) & Linux (14.04 LTS) Pre-condition: Enable the flag 'Enable using the Google local NTP' and 'New Tab Page Background Selection' from chrome://flags/ What steps will reproduce the problem? (1) Launch chrome and open NTP and traverse the focus on gear icon. (2) Now press and hold the "Enter" key and Observe. Actual Result: 'Enter' key hold on gear icon causes 'Select a collection' overlay to open directly. Expected Result: 'Enter' key hold on gear icon should not open 'Select a collection' overlay directly. This is a Regression issue seen from 'M-70': Good Build: 70.0.3535.0 (Revision: 586475) Bad Build: 70.0.3536.0 (Revision: 587136) (Unable to provide bisect using 1) Per-revision script as "[Errno 2] No such file or directory" error message is thrown and 2) Chromium bisect script as Traceback error with "Couldn't find local data files" exception is thrown, Also, tried bisecting on multiple machines and same error is thrown.
