Pre-condition: Enable the flag 'Enable using the Google local NTP' and 'New Tab Page Background Selection' from chrome://flags/

What steps will reproduce the problem?
(1) Launch chrome, open NTP and click on gear icon then select 'Chrome backgrounds' option ('Select a collection' overlay will open).
(2) Traverse the focus using 'Tab' key on 'Cancel' button of overlay.
(3) Now hold the 'Enter' key and Observe.

Actual Result: "Select a collection" overlay closes before releasing the 'Enter' key hold from Cancel and Done button.

Expected Result: "Select a collection" overlay should close after releasing the 'Enter' key hold from Cancel and Done button.

This is a Regression issue seen from 'M-70' and providing the bisect info below:
Good Build: 70.0.3522.0 (Revision: 582756)
Bad Build:  70.0.3523.0 (Revision: 583083)

You are probably looking for a change made after 582819 (known good), but no later than 582820 (first known bad).
