Devtools elements-tree-view missing horizontal scrollbar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open .html with _lot of_ nested elements 
2. Right click the inner-most element 'Open in dev-tools' 
3. dev-tools element-tree-view should now open but will appear to be white/empty (if the element is nested deeply enough)
Actually, due to nesting its positioned outside the screen and there's no horizontal scrollbar in elements view at all.

What is the expected behavior?
TL;DR: Somehow add horizontal scrollbar to elements-tree-view in dev-tools

Add horizontal scrollbar to view if needed
(if you cant mathematically decide whether or not to show scrollbar, 
then please just add a 'Show scrollbars' button somewhere to force them

What went wrong?
Scrollbar is missing when there are too much nesting elements in dev-tools elements-tree-view

Here's a demonstration .html file.

To see the problem right-click on "devtools: inspect this" and choose "inspect" ..

Reproduced on my debian at home aswell. Could check a Windows at work as well, but I bet its the same: missing horizontal scrollbar.

Unable to reproduce the issue on chrome reported version# 68.0.3440.106 using Mac 10.12.6 and 10.13.6 with steps mentioned below:
1) Launched chrome reported version, dragged and dropped the '.html' file provided in comment# 3
2) Inspected the text on the page and on Devtools > Elements tab scrolled the page up and down, able to see horizontal scroll bar.

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which in further triaging it. Try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists or test this issue on latest chrome stable# 69.0.3497.100. I can actually reproduce this. Viswa, the scrollbar you're observing is vertical, and the original reporter refers to the horizontal scroll bar.
This happens because the setting `Word wrap` is on by default for the elements panel. I'm looking into ignoring this setting if there are too many nested dom nodes, but fwiw you should be able to fix this problem by just unchecking that setting.
