Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: Steps to reproduce: (1)In the above URL, when we drag down the select any last option (2)like pdf document, unchecked or checked the radio (3)while returning the cursor is going above. What is the expected behavior? Expected result: It should return to the same bottom selection where pdf document option is. Application: Chrome URLs (if applicable):chrome://settings/content What went wrong? Actual result: not showing pdf document when returning back Did this work before? No Chrome version: 67.0.3396.99 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: 6.1

Able to reproduce the issue on chrome version #60.0.3072.0,reported chrome version #67.0.3396.99,latest stable chrome version #69.0.3497.81 and on latest chrome #71.0.3543.0 using Windows 10,Mac OS 10.13.6 and Ubuntu 17.10 by following steps as per comment #0. The behaviour is seen from old M-60 builds.This is non-regression issue, hence marking it as untriaged and requesting someone from dev team to kindly look into the issue. Thanks.!

@swarnasree.mukkala: Can you provide clearer repro steps? What is the dropdown referred here? I don't see any dropdown on chrome://settings/content

In reply to comment#3, please follow below for steps to reproduce the issue. Steps: ===== 1.Launch chrome. 2.Navigate to "chrome://settings/content". 3.Scroll down open "Pdf document" and open any option such as PDF documents or USB devices. 4.Here I opened PDF document and enable/disable "Download PDF files instead of automatically opening them in Chrome". 5.Navigate back, observe that the page scrolls up to the top of the page.
