Text with "text-combine-upright" shrinks on selection.

1. Open attached "test.html".
2. Select text.

What is the expected behavior?
The text size is not changed.

What went wrong?
The text shrinks. See attached "result.png".

Did this work before? Yes Version 68.0.3440.106 (Official Build) (64-bit)

Able to reproduce issue on reported chrome version 71.0.3542.0 & on latest chrome 69.0.3497.81 using Windows 10, Mac 10.13.6 and Ubuntu 17.10. Hence providing bisect information below.

This is a high priority regression to be addressed, but I would agree this is not a release block stable-level issue.
