Non-Regression: 'One last thing' screen is seen in English when language is Arabic

What steps will reproduce the problem?
(1)Recover Build >> In OOBE/languages ->change language to Arabic
(2)Sign into user >> Observe 'One last thing' screen'

Actual:'One last thing' screen is seen in English when language is Arabic
Expected:'One last thing' screen should be seen in Arabic when language is Arabic

Raising this as a Non-Regression seen from 70.0.3538.0 dev
