[NTP]'Select profile photo' overlay loads with an error for gmail account

Issue descriptionChrome version : 71.0.3542.0 (Official Build) Revision 4097c6595e73c799040bc3a99bcfcc6adb178386-refs/branch-heads/3542@{#1}(32/64-bit) OS :Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) OS Pre-condition: Enable "Enable using the Google local NTP" flags under chrome://flags. Steps to reproduce: 1. Launch chrome, navigate to www.gmail.com and sign in to gmail with valid credentials. 2. Click on the 'Save' button in the password save bubble. 3. After saving, click on the down arrow button that appears in the 'password saved' bubble and then click on 'Use another account' option. 4. Now login to gmail again with another valid gmail account. 5. Click on 'OK,got it' button to start sync. 6. Now navigate to NTP and click on the profile photo on the top-right corner of gmail.com and observe both the gmail accounts are listed. 7. Click on the profile icon for the first gmail account that was used and observe. Actual Result :'Select profile photo' overlay loads with an error for the gmail account. Expected Result:'Select profile photo' overlay should load properly. This is Non-Regression issue seen from ‘M-70’ as 'Use another account' option has been introduced from build #70.0.3528.0
