Regression: Enlarged virtual keyboard is seen for 'Show input options in the shelf'

Chrome Version:70.0.3538.0/11031.0.0 dev channel Candy,Peppy,Reks 
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf'
(3)Click on Input methods >> Select any Input method and observe

Actual: Enlarged virtual keyboard is seen 
Expected:Virtual keyboard should  be seen in normal size

This is a Regression issue as same is working fine in 70.0.3532.0/11014.0.0 dev

Note: Issue is working fine for On-screen keyboard at Ubertray

AFAIK the original behaviour was the result of a hack. The hack was fixed in https://chromium-review.googlesource.com/c/chromium/src/+/1186284 , so we show the non-accessibility virtual keyboard now.
