Regression: Unnecessary flashes are seen while clicking on ubertray in both Lock screen and sign-out screen

What steps will reproduce the problem?
(1)Sign-in to user>> Lock the screen and click on ubertray and observe unnecessary flashes are seen (seems to be traces of shelf)

Actual: Unnecessary flashes are seen while clicking on ubertray in both Lock screen and sign-out screen 
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 70.0.3532.0/11014.0.0 dev

NOTE: With some notification issue is clearly visible.

I confirmed this happens on caroline.
There is black thin stripe flash beneath the system tray (as if it's a part of drop shadow of it) when the mouse cursor gets into and gets out of the status area.

This happens from 6442a850. I confirmed this issue not reproduce when the change is reverse-patched.

Not yet identified the exact mechanism of the bug.

It's now getting risky to keep merging changes into  M-70. This is a regression but I think it's okay to punt the fix for M-71, I'm still not quite sure what's happening, and I'm trying to fix some more visible issues before it's too late to merge anything into M70.
