Issue descriptionChrome Version: 70.0.3538.0/11031.0.0 dev channel Candy,Peppy,Reks OS: Chrome OS What steps will reproduce the problem? (1)Sign-in to user>> Lock the screen and click on ubertray and observe unnecessary flashes are seen (seems to be traces of shelf) Actual: Unnecessary flashes are seen while clicking on ubertray in both Lock screen and sign-out screen Expected: No such issue should be seen This is a Regression issue as same is working fine in 70.0.3532.0/11014.0.0 dev NOTE: With some notification issue is clearly visible. This happens from 6442a850. I confirmed this issue not reproduce when the change is reverse-patched. https://chromium-review.googlesource.com/c/chromium/src/+/1188848 Not yet identified the exact mechanism of the bug.

It's now getting risky to keep merging changes into M-70. This is a regression but I think it's okay to punt the fix for M-71, I'm still not quite sure what's happening, and I'm trying to fix some more visible issues before it's too late to merge anything into M70.

Actually I suspect this may be fixed by CL 1227813.
