Background image from svg fragment URL does not change when class changes

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open the file icon.html by http:// protocol
2. Click the button "Change icon".

What is the expected behavior?
The icon should change

What went wrong?
The icon doesn't change

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

It reproduced only http:// protocol.

Confirmed and it hasn't worked before. Does only happen when served from http.

fs@, I seem to recall something about this, do you recall anything?
