Issue descriptionChrome Version: 68.0.3497.81 Channel: Stable OS: Win10, MacOS 10.13.6,Ubuntu 17.10 What steps will reproduce the problem? (1)Launched chrome. (2)Enable the flag #omnibox-rich-entity-suggestions and set the #top-chrome-md to Refresh from chrome://flags. (3)Enter any famous person name in the omnibox, unable to observe the suggestions along with images. Expected result: Suggestions along with images should be seen in the suggestion list Actual Result: Suggestions along with images is not seen in the suggestion list. Attached screencasts of the actual and expected results for reference. Note: The issue is working fine on the beta channel but the issue is observed on stable channel of the same chrome version. The following is the reverse bisect information. To TPMs: Worst case scenario this delays the appearance of a new feature. It's not a user-visible regression, so it shouldn't block a respin. We should still strive to fix it, of course, but it's not stable respin blocking.

FYI, I don't see the forcing flag set up in the stable channel config files, only beta and dev. That's likely the cause.
