Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. go to chrome://settings/syncSetup it will timeout and say "Check your internet connection. If the problem continues, try signing out and signing in again." What is the expected behavior? the advanced settings should load What went wrong? it says "chrome://settings/syncSetup" Did this work before? Yes Chrome version: 68.0.3440.106 Channel: stable OS Version: OS X 10.13.6 Flash Version: i just reset/cleared sync settings. everything was working i wanted to change my custom encryption password. I cleared everything and signed out iOS and OSX. iOS is now syncing with new password. Can't get desktop settings to load so I can enter new password.

Just now hours later I saw top right the red error sync symbol clicked it and it prompted me to enter my password and now it seems to be working

Unable to reproduce the issue on reported chrome version #68.0.3440.106 and latest canary #71.0.3542.0 on Mac 10.13.6 by following the steps as per comment#0. There is definitely an issue but it seems like time fixes it... It might have something to do with having a lot of data synced. I've got 13 apps, 19 extensions, 705 settings, 1215 address bar history, 242 bookmarks, etc

Unable to reproduce the issue on reported chrome version #68.0.3440.106 and latest chrome canary #71.0.3543.0 using Mac OS 10.13.6, hence removing Needs-Bisect label. Requesting anyone from the dev team to kindly look into the issue. Thanks.!

re #5: dgobaud@, - did you encounter any slowness in the initial sync setup (apart from the settings page not loading)? - was there some weird behaviour *after* you noticed the red error and signed in again. cc'ing vitalii@ as FYI as this may be related to custom passphrase sync.
