accessing files through Linux Apps doesn't autostart the container

Issue description

Chrome Version: 70.0.3532.8
OS: Chrome

What steps will reproduce the problem?
(1) Open a Chrome App that can edit files (e.g. Caret or Text) that remembers the files that are opened
(2) Open a file in your Crostini container
(3) Shut down the app
(4) Shut down the container
(5) Reopen the app

What is the expected result?
The file is opened (by restarting the container).

What happens instead?
The file isn't opened.
