Crostini files aren't accessible when container isn't running

Issue description

Chrome Version: 70.0.3532.8
OS: Chrome

What steps will reproduce the problem?
(1) Open a Chrome App that can edit files (e.g. Caret or Text)
(2) Open a file in your Crostini container
(3) Shut down the Crostini container
(4) Try to save the file.

What is the expected result?
The file is saved (by restarting the container).

What happens instead?
The file doesn't save.
