Provide a way to check logcat log faster |

Issue descriptionCurrently if you want to check logcat log on release build, you need to go to chrome://system and click Expand in logcat section. Opening chrome://system takes time and expanding logcat log takes time too. It's better if there is a faster way to check logcat log. One candidate new home would be chrome://net-internals.

Or maybe we can add filtering option to chrome://system like chrome://system/#logcat.
