CBD during ongoing call does not remove actively-logged WebRTC text log

Issue description

If the logged call is ongoing, clearing browsing data leaves the log created by the call on disk. This log is visible in chrome://webrtc-logs/ after the call terminates. Only CBD after the call has finished removes it.
