Green dots appearing on websites

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. not reproducable, random

What is the expected behavior?
No green dots

What went wrong?
Those green dots as shown in the picture appear randomly. I've had it on YouTube, Reddit, Gmail and other sites. They also sometimes appear in Steam, which uses Chromium for displaying web content. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

I have also submitted this issue to AMD multiple times, but so far, they have neither responded nor fixed it. I am not sure if this is an AMD issue or AMD issue. Unable to reproduce the issue on chrome reported version# 68.0.3440.106 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to Youtube, Reddit and Gmail
2) Unable to see Green dots on the web page

@Reporter: Please find the attached screenshot for reference. Could you please provide GPU details by navigating to Chrome://gpu which helps us in further triaging it.

As I mentioned, the issue appears at random and is not reproducable, but does appear. The attached screenshot is from yesterday. Anyway, here is the requested output of chrome://gpu.

scorcher24@ Thanks for the update.

Re-tested the issue on Windows 10 on the latest Stable 69.0.3497.81 and unable to reproduce the issue.
Cannot observe any green dots on the web pages.

As per comment #0 and #4, as this issue is observed on AMD gpu, adding 'TE-NeedsTriageFromMTV' and requesting MTV team to look into the issue and help in further triaging.

Unable to reproduce the issue using Windows 10 machine with AMD Radeon R7 Graphics machine with Chrome version 68.0.3440.106 and 69.0.3497.100.

This does sound like a bad GPU / driver. The only reason I am hesitating adding a blacklist entry is this is a single user report and it could just be a faulty hardware or corrupted driver.

reporter: you should do the following two things.
1) reinstall the GPU driver and see if the issue goes away
2) if that doesn't help, menu -> settings -> Advanced -> Use hardware acceleration when available
and turn it off to work around this issue

If we receive more reports on this hardware, then we'll blacklist.
