Regression : Volume is not getting muted after changing to low level at Uber Tray

Chrome Version: 70.0.3538.0/11030.0.0 dev channel Daisy,Kip and Celes
OS: Chrome

What steps will reproduce the problem?
(1)Recover Build -> Now in OOBE screen click on Uber Tray 
(2)At 'Volume slide bar click directly on left edge of 'Volume' slide bar and observe Volume is not getting muted and icon is not changing
(Please refer Video and Screenshot)


Expected: Volume should get muted after changing Volume to low level
Actual: Instead no effect is seen after changing Volume to low level

This is Regression Issue as same is working fine on M-69

From keyboard observed that after clicking on 'Less volume' key(When pointer is at left edge) Mute icon is seen but with mouse or touch unable to mute, again on clicking left edge of Volume Slider but volume gets muted

Could you please explain how it is WAI and reopening this issue for confirmation
