Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Load the attached page 2. Click and drag the working image onto the tabstrip to observe behaviour 3. Try to click and drag the placeholder for the broken image onto the tabstrip What is the expected behavior? Behaviour is the same as for working images: http://www.example.com/ should load in a new tab on the tabstrip. What went wrong? Nothing happens when the placeholder is dragged. Did this work before? N/A Chrome version: 67.0.3396.99 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This reopens Issue 146151 , Issue 46376 , as the inability to drag the placeholder still violates the principle of least astonishment and deprives the user of a convenient way to inspect the reason for the image failing to display.

Reporter@ Thanks for the issue. Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the latest Stable 68.0.3440.106 and the latest Canary 71.0.3541.0. This issue is observed from M-63(63.0.3238.0)build from where the broken image is seen on loading the attached HTML page. Hence this is a Non-Regression issue and marking this as Untriaged for further updates from Dev. Thanks..

This has apparently never worked in Chrome and per the previous bugs does not work in any other browser. I am skeptical we should devote time to this.
