Regression: Animation is missing in welcome screen for Celes device

Chrome Version: 70.0.3538.0/11030.0.0 dev channel Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build and observe In OOBE, animation is missing

Actual: Animation is missing in welcome screen for Celes device
Expected: Animation should be seen 

This is a Regression issue as same is working fine in 70.0.3532.0/11014.0.0 dev Celes

NOTE: Issue is not seen in Kip and Daisy

Able to reproduce the issue on 72.0.3626.15/11316.18.0 dev channel Reks.
