Regression: Some weird blink is seen when enabling and disabling any accessibility in OOBE screen

Issue description

Chrome Version: 70.0.3538.0/11030.0.0 dev channel Daisy,Kip,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>>In OOBE screen, click on Accessibility and try enabling and disabling any accessibility and observe some weird blink

Actual: Some weird blink is seen when enabling and disabling any accessibility
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 70.0.3532.0/11014.0.0 dev

Dominic, this is something recent. Do you have any ideas?

The container now has overflow:scroll as of https://chromium-review.googlesource.com/c/chromium/src/+/1194982. Could that be causing it?

Yeah this is a scroll issue.
