Issue description

The following layout test is failing on WebKit Win10

svg/text/getsubstringlength-emoji-ligatures.html

Probable cause: Not clear, has been failing consistently ("asserts failed").

svg/text/getsubstringlength-emoji-ligatures.html got introduced recently (r588183), reverting this change now and adding original CL author. pdr@, please take a look.
Looks like Font::Width is inconsistent with Font::IndividualCharacterRanges (if I'm reading the numbers correctly, the former is wider than the latter) on Win10.
Status: Fixed (was: Assigned)
Reverted in r588354
