Progressive web apps are not opening

Filing this issue from bugnizer -b/113135659

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to https://alexgibson.github.io/wavepad/
2. Added to homescreen >> close the tab >> open a new tab
3. Now from home screen click added PWA >> Click install >> Play store is opened
4. On selecting open observed that new tab page is seen.

Chrome version:
68.0.3440.91, 69.0.3497.24, 70.0.3535.2(latest dev) 

OS:
Android 9.0 

Android device:
Pixel 2  

Leaving this issue as untriaged to get this addressed from dev.

Tested on Android 6 Chrome dev 70.0.3535.2. Having trouble following step 3, I don't see an install option anywhere. A screencast of the repro would be very helpful.

. Issue is seen with Android 8(Pixel 2) and Android 9(Pixel 2).
