HW not work fine

REPRO STEPS:
1.Switch to and Keyboard, e.g. Pinyin keyboard.
2.Switch HW layout.
3.Try to draw something, e.g. "王".


Actual result: 
Fail to draw "王"， seems HW not work fine.

Note:
Also repro for other keyboards, e.g. US.

Not repro.
For on-device handwriting, you may wait for a while for downloading language models data.
