Keep the tab highlight after the user switches to a different tab

Issue description

Chrome Version       : 68.0.3440.106
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. highlight a group of tabs from an extension ( https://developer.chrome.com/extensions/tabs#method-highlight )
2. switch to a different tab
3.

What is the expected result?
1. The highlighted tabs remain highlighted. Their selection does not get reset.

What happens instead of that?
1. The highlighted tabs do not remain highlighted. Their selection gets reset.


Please provide any additional information below. Attach a screenshot if
possible.

Tried to test this issue on reported chrome 68.0.3440.106 and latest stable 69.0.3497.81, latest chrome 71.0.3542.0 and M-60 using Windows 7. Attaching screen-cast for reference.
Steps:
-----
1. Launched reported chrome
2. Navigated to " https://chrome.google.com/webstore/search/method%20highlighter " and Enabled extension
3. Opened multiple tabs and clicked on highlight on every tab 
As we are seen same behavior from M-60 to latest chrome 71.0.3542.0

@Reporter: Could you please check the attached screen-cast and please let us know if anything missed from our end and confirm the issue.

Hello Phaninda,

In the screencast there are no tabs highlighted; only the switching of tabs is visible. Perhaps the screencast needs to be either repeated or annotated. Currently it seems unclear to me.

Maybe I was unclear in my description of step 2. I mean you need to switch to a different tab _which is not a part of the highlighted group_. Please check.

Unable to reproduce the issue on win-10 and win-7 using chrome latest stable #69.0.3497.100. Observed that the highlighted tabs did not remain highlighted. Their selection got reset.
Attached a screen cast for reference.
Note: Did not highlight tabs using any extension.

reporter@ - Could you please check the attached screen cast and please let us know if it is the issue? Also please provide any extension sample url to test the issue from our end.

Hello,

This is correct. I propose to change this behaviour. I propose that the selection does not get reset. This change of the behaviour may be opt-in.

As per comment #7, it seems to be a feature request to keep the tab highlight after the user switches to a different tab. Hence, marking it as untriaged for further inputs from dev team.

"highlight" means change the selection. So, this api should behave the same as what happens when the user changes the selection, which it does. The selection characteristics are the same as you see in other widgets that allow multiple selection. In particular, when the user selects a bunch of tabs (via key modifiers), and then clicks on another tab without modifiers, the selection is reset. To do otherwise is just confusing, as you would then have to unselect the existing tabs.
