Opening a file in crostini VI editor took almost 30s

Issue description

Chrome version: 70.0.3532.8 (Official Build) dev (64-bit)
OS: Chrome

Repro steps:
1. vi .bash_aliases when it is not existent yet.
2. Delay of almost 30s
3. Finally opened

Expected: I expect an immediate creation time like in regular linux.
Actual: Delay 30s

 
Was this attempted in the Crostini Terminal? Or another terminal program (e.g. xterm)?
This was attempted in the crostini terminal.

@dgreid any idea what could cause this delay? FS issue?
There shouldn't be much disk activity until vim is open and writes the file. I didn't see this repro locally. Any chance we can do it again and get a feedback report?
I tested just now and I am opening files instantly. Not sure what happened few days ago. It must have been intermittent.

Feel free to close the bug for now.
