[a11y] Changing volume should not interrupt ChromeVox

Version: 70.0.3532.8
Reproduction Steps: 
1. Open ChromeVox Ctrl+Alt+Z.
2. Open a web page and Press Search+R to start reading.
3. Press the volume up/down keys.

The volume slider interrupts the reading. It should not. especially when ChromeVox is reading
